Whilst most Russians believe that the global warming concept is a conspiracy of Western nations to sink the Russian fossil fuel industry, the residents of Pskov live so close to the Baltic nations of Estonia, Latvia and Finland, that they can easily tap into the mass media of European networks. Eventually, the authorities of the city of Pskov take stock of the climate challenges lying ahead then take it into their own hands to transform the city into a Green city, complete with ample natural forests and wetlands, restrictions on fossil fuel use, and the development of sustainable transport. The recruitment offices of the city are also repurposed as art galleries dedicated to showcasing the future urban designs that bright young Russian teens have drawn up.
